Harm, remedy, time bar

A harmful act, knowledge of the harm and of the liable person, and a supplied elapsed period under art. 258 — asked in plain words. Search finds the tort-benefit bar; the engine decides whether the remedy is excluded.

Someone caused me harm directly. I know about the harm and who is liable. The claim from that act arose; the limitation period for the harmful-act claim has elapsed; there are no pending criminal proceedings. Under the UAE Civil Transactions Law, is my remedy against that person still open?
